Schools are legally required to comply with the Health and Safety (First Aid) Regulations 1981, which place a duty on employers to ensure adequate first aid provision is in place. This includes having appropriately trained first aiders and suitable equipment available to deal with emergencies both on school premises and during off-site activities or trips.

Employers also have health and safety responsibilities towards non-employees, meaning schools must ensure first aid provision is available for visitors, such as parents and carers, who enter the school environment.

Guidance from the Health and Safety Commission (HSC) advises that organisations providing services to others, including schools, should account for pupils and visitors within their risk assessments and make appropriate first aid arrangements for them. Given their duty of care, schools should carefully consider potential risks and invest in first aid training for teaching staff to ensure the safety and wellbeing of everyone in their care.

The Department for Education advises that local education authorities and individual schools are responsible for developing their own first aid policies and procedures, based on an assessment of local need. As a minimum, schools should provide:

  • A suitably stocked first aid box

  • An appointed person to manage first aid arrangements

  • Clear information for staff about first aid provision and procedures

This minimum provision should be supported by a risk assessment to determine whether additional measures are required, taking into account factors such as the size of the school, number of employees, multiple sites, and the nature of activities undertaken.

Nurseries and primary schools must ensure compliance with HSE and Ofsted / Early Years Foundation Stage (EYFS) requirements.
